People not answering questions at work

The office that I’m at is “competitive” so hoarding work benefits those who get it. I have a task that I need to do, and someone else works in the same area (thus is competing with me there) and knows the procedure and isn’t answering my questions on what to do. Instead, he takes a ton of time between responses with answers to other questions I didn’t even ask and already knew the answer to and does so in a really condescending way.

I literally just spent an hour and a half back-and-forth, and the most progress I’ve made is in the latest response, he’s telling me to do (without any instructions as to *how*) what I already knew I had to do and was asking how to do it at the start of the conversation.

I tried to be professional in the conversation, but outside if of it, I shouted “what is wrong with you?” multiple times.
